China's New Entry-Exit Regulation Takes Effect: What Travellers Should Know

A New Administrative Regulation for Entry and Exit
China's State Council regulation on exit-entry administration came into force on September 15, 2026, as the supporting administrative regulation to the Exit-Entry Administration Law. It sets out how entry and exit are to be managed, alongside the protection of travellers' lawful rights during the process.
The first port to describe its implementation in detail was Kunming Changshui International Airport, a hub for South and Southeast Asian routes with more than 600 international flights a week. The border inspection station there prepared three measures: training officers to apply consistent standards under the new rules, six facilitation measures including a dedicated plan for group tours, and additional multilingual self-service terminals with on-screen explanations of the requirements.
Kunming's traffic shows what the regulation will be applied to. The port processed 2.693 million arrivals and departures from January to August, up 13.2 percent year on year, including 859,000 foreign travellers. Foreign arrivals in the first eight months reached 431,000, up 21.69 percent, of which 69 percent entered visa-free.

What changes for travellers?
The rules themselves are consolidated rather than newly restrictive: the regulation formalises how entry and exit are administered and how travellers' rights are protected, while ports standardise enforcement and add self-service and language support.
Do I need new documents?
No new document type is introduced for ordinary visitors. Carry your passport and, where applicable, your visa or visa-free eligibility evidence, and keep onward travel details handy.
Why does Kunming matter here?
