Hotel Check-In in China: What the Front Desk Needs

Hotel Check-In in China: What the Front Desk Needs

Summary

Hotel registration in China is a legal duty that lands on the front desk, and on the traveller the moment the night is spent anywhere that is not a hotel. What the clerk does with the passport, the 24-hour rule plus the new nationwide online channel for other addresses, the details that stall a check-in, and what to do when a property cannot register foreign guests.

Hotel Check-In in China: What the Front Desk Needs

The Passport Does Not Go Back in the Bag

At a hotel desk in China the passport does not go straight back into the bag. The photo page goes through a scanner, the entry page follows, and the clerk types the details into a system that files the record with the police station for that district. On a good night the registration is complete before the guest reaches the lift.

That is not the property being cautious. Article 39 of the Exit and Entry Administration Law requires hotels to register foreign guests under the hotel-industry public security rules and to report the information to the local public security organ. The front desk is the first reporting point of a stay in China, and it is a legal duty rather than a courtesy.

Two things follow for arrival day. Keep the passport in hand at check-in instead of in a checked bag, and allow a few minutes per person. A couple sharing one room still produces two registrations, and a family of four produces four, all in the same queue. Ask for the printed registration slip while the clerk is still at the screen; the printout takes seconds then and becomes awkward to obtain two days later.

The 24-Hour Clock Covers Everywhere Else

The same article splits the duty in two. Guests in a hotel are covered by the hotel. Anyone sleeping somewhere else — a friend's flat, a relative's home, an apartment taken through a booking platform, a village homestay without a hotel licence — must be registered with the local public security office within 24 hours of arrival. The guest can do it, and so can the person putting them up.

Until recently that meant finding a police station and joining a queue. Since 21 September 2026 it can be done from a phone. Announcement No. 7 of 2026 from the National Immigration Administration extended a pilot, running since 20 March 2026 in seven provincial-level regions, to the whole country. Registration is accepted through the NIA government service platform, the NIA 12367 app, and the WeChat and Alipay mini programmes of the same name. The online record carries the same legal effect as attending in person, and the counter service has not been withdrawn.

Not everyone can file alone. A first registration at a rented or borrowed address is best completed with the host, who knows the property details the form asks for. Travellers who have registered through the platform before and are returning to the same address can file unassisted, and so can anyone staying in a home they or their spouse own. What the new channel changed is the trip to the station, not the deadline. Article 76 of the same law sets a warning for a missed registration, and a monetary penalty where the case is treated as serious.

Four Details That Send People Back to the Desk

Name spelling causes more delays than anything else. The record is matched against the machine-readable zone at the foot of the photo page, which holds the name in capitals exactly as the issuing authority printed it. A booking made as "Bill" against a passport reading "WILLIAM" is a mismatch, and the correction happens at the desk with a queue behind you.

The entry page matters as much as the photo page. Hotels record how a guest came in, so the visa sticker, the visa-free entry stamp or the temporary entry permit all belong in the same handover. A traveller carrying a new passport and an old one with a still-valid visa needs both booklets on the counter, which is also worth knowing for China Entry Rules 2026: Visa-Free vs 240-Hour.

Children are registered in their own right, which means their own passports; a child named inside a parent's document is not registered through the parent. Visitors from Hong Kong and Macao arrive on a Mainland Travel Permit and visitors from Taiwan on a Taiwan Compatriot Permit, and the desk registers those documents instead. A foreign residence permit replaces the visa page for anyone living in China.

When the Desk Says It Cannot Register You

Some properties are simply not connected to the registration system. It is a fact about the building rather than about the passport, and it surfaces at arrival more often than at booking. Nothing in a confirmation email distinguishes such a place from any other. The guest ends up in a lobby at eleven at night being told the system will not take the document, which is a poor position to negotiate from.

The defence is one question asked before payment: can this property register foreign guests, and does that registration go through the public security system? A clear yes is what you want. A vague answer is a warning, and the wider check — which chains and which cities are dependable — is set out in China Hotels for Foreign Guests: How to Check.

If it happens anyway, ask the desk to run the full handover again, photo page plus entry page, and to print the registration slip once it clears. The national immigration hotline, 12367, answers registration questions when a desk is unsure of its own system. Failing that, the night has to be spent somewhere that is registered. A first night booked with free cancellation is a cheap hedge, and the booking side of this is covered in Hotel Booking for Foreigners in China – 2026 Guide.

The Record Outlives the Stay

The registration entry outlives the stay. Extensions of stay, residence permit applications and several everyday procedures ask where the applicant has been living, and the registration record is what answers the question. Hotels will print a copy on request; ask before check-out, while the shift that checked you in is still on duty. Keep it for the whole trip. Each new hotel produces a new entry, and a gap in the sequence is what draws questions at the next counter.

Long stays simplify after the first filing. Someone returning to a home they own does not register again, and a residence permit holder returning to a habitual residence inside the same permit's validity does not either. Everything else — a new address, a new city, a long gap between visits — starts the clock again.

Two habits cover most of it. Photograph the slip and keep the image beside a copy of the passport page, and treat the document trail as part of the trip rather than paperwork for later. China Visa Extension Guide 2026: How to Extend Your Stay shows what the extension desk expects, and if the passport itself goes missing the sequence is in Lost Passport in China 2026: The Steps, In Order. Where a route crosses several provinces, how semi-self-guided planning works is where the room-by-room confirmations sit.

Frequently Asked Questions

Do hotels in China register foreign guests with the police for you?

Yes. Article 39 of the Exit and Entry Administration Law makes the hotel register every foreign guest under the hotel-industry public security rules and report the record to the police for its district. The passport is scanned and the entry page checked at the desk. Ask for a printed copy if you may need it later for an extension or a residence permit.

What if I am staying in an apartment or with friends instead of a hotel?

Then the registration is yours, or your host's, within 24 hours of arrival. It can be filed online through the National Immigration Administration platform, the NIA 12367 app or the matching WeChat and Alipay mini programmes, with the same effect as appearing at a police station. A first filing at a rented address is easier with the host present, since the form asks for property details guests rarely know.

Which documents does the front desk need at check-in?

The passport itself, not a photograph of it, plus the page showing the visa, the visa-free entry stamp or the temporary entry permit. Every foreign guest in the room is registered separately on their own passport, children included. Visitors from Hong Kong and Macao present a Mainland Travel Permit, visitors from Taiwan a Taiwan Compatriot Permit, and foreign residents of China their residence permit.
